JANUARY 2006 - House Expands GIC's Role - When it comes to the controversial legislation being crafted at the State House, that would provide health insurance for the state's uninsured, the Association is committed to stopping any proposal that would undermine the municipal health insurance law (Chapter 32B). We are also monitoring any other proposals contained within this legislation, that could possibly impact our members.

Foremost in this regard would be any proposals that substantially change the state's group insurance program or GIC (Group Insurance Commission) plan to our members' detriment. We can report that neither the House nor Senate versions of the legislation do so.

Retirees, enrolled in the state program, would not experience any negative change in their insurance plans as a result of either proposal. What should be noted is that the House version would greatly expand the role of the GIC.

To provide health insurance for the uninsured, the House proposes, in H4479, a separate public health entity, known as the "commonwealth health insurance connector." While the connector will be governed by its own board, the House has designated the GIC as the lead agency to administer the program and report back to the connector board.

According to Legislative Chairman Bill Hill, "Undoubtedly the House proposal would be a massive undertaking by the GIC - separate from its administration of the state health insurance program under Chapter 32A. In its legislation, the Senate doesn't create a commonwealth health insurance connector to be administered by the GIC."

As we went to press, a Senate-House conference committee is working to resolve the differences between their respective bills, including those related to the GIC.
