Worcester Insurance Advisory Committee Seeks Solutions To Higher Costs
MARCH 2006 - Coalition Bargaining Being Explored - Among the various healthcare proposals, being circulated through the State House, is one that would allow municipalities to establish "Mini-GICs," modeled upon the state's Group Insurance Commission, to administer local health insurance programs (see governor's budget). This proposal begs the question - why set up this new entity when the municipal health insurance law (Chapter 32B) allows for the creation of coalition bargaining committees (Section 19) and requires the establishment of insurance advisory committees (Section 3)? Our answer is: you don't.

No Change In State Plan, For Now
JANUARY 2006 - House Expands GIC's Role - When it comes to the controversial legislation being crafted at the State House, that would provide health insurance for the state's uninsured, the Association is committed to stopping any proposal that would undermine the municipal health insurance law (Chapter 32B). We are also monitoring any other proposals contained within this legislation, that could possibly impact our members.

Communities Weigh Alternatives To Federal Drug Subsidy
JANUARY 2006 - Potential Conflict With Insurance Law - While the state and municipalities await action by the federal government on their applications for the Retiree Drug Subsidy (RDS), local officials are considering other alternatives to the prescription drug coverage currently being offered to public retirees and their families. These alternatives are provided under the federal Medicare prescription drug (Part D) law but could run afoul of the state law - Chapter 32B - which governs municipal health insurance programs.
