Welch Reelected MACRS President

SEPTEMBER 2005 - Conference Focus On Chapter 32 - At its annual spring conference in Hyannis, the Mass. Association of Contributory Retirement Systems (MACRS) reelected retired Needham firefighter Thomas Welch to a second term as the groups president. Welch, who is an Association member, also serves as an elected member on the Needham Retirement Board.

Denis Devine, an elected member of the Woburn Retirement Board, was elected vice president. Both Devine, who is a fire captain, and Welch ran unopposed for the two-year term.

This year's conference focused heavily on educating board members and retirement board staff on Chapter 32 (retirement law) and recent pension related court decisions. Once again the conference hotel was sold out, requiring the use of an overflow hotel close by.

Sacco Receives Award

A touching moment came before the conferees when attorney Michael Sacco presented his father, Roy Sacco the Bill Lynch Award for meritorious service as a retirement board member. Roy Sacco, a retired Belmont firefighter and past MACRS president, is the chairman of the Belmont Retirement Board, a post he has held for over twenty-four years.

Sacco's son, Michael, is a prominent Massachusetts retirement law attorney with the Boston firm Kirkpatrick & Lockhart Nicholson Graham LLP. He represents many retirement systems across the state.

"The words that Mike used to introduce his dad were very fitting and quite touching," said Association President Ralph White, who is also a member of the MACRS executive board. "I've known Roy for well over 25 years. He is a man of integrity, honesty and a tremendous public servant."
